The III Latin American and Caribbean (LAC) – European Union (EU)
Ministerial Forum on the Information Society: An Alliance for Social
Cohesion through Digital Inclusion, was held in Rio de Janeiro on 22
and 23 November 2004.
This Governmental symposium was attended by sectorial Ministers and their representatives of both regions, national coordinators for Information Society and/or Digital Inclusion and representatives of regulatory agencies of the sector. High-level representatives of civil society, the private sector and of international organisations also contributed to the debates in broader sessions.
The event's objective was to strengthen cooperation between both regions through a shared vision of the potential of Information and Communication Technologies as tools for social cohesion. During the forum two initiatives, in particular, were launched: i) the first research and education pan-Latin-American network, CLARA, and its direct interconnection with the pan-European GÉANT network; ii) a dialogue between ALC and EU Governments on political and regulatory issues related to the Information Society from the point of view of social cohesion and digital inclusion.
This Forum debated, among others, themes relevant to the development of the Information Society, such as free/open source software, the interoperability of systems, internet governance, security and appropriate mechanisms for financing and support.
This symposium was jointly organised by the Brazilian Government and the European Commission and pursued the exchanges that took place at the forums held in 2002, Seville, and 2003, Lima.
This event was supported by the @LIS Programme of the European Commission and has technical and institutional assistance from the Economic Commission for Latin America and the Caribbean of the United Nations, ECLAC.
The Government of the State of Rio de Janeiro and AHCIET, member of the @LIS International Stakeholder Network, also provided support to the organisation of this event.
